"The Fraud of 'Gender Medicine'" with Rachel Morrison '15

HHS’s recent bombshell report Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of “Gender Medicine” exposes fraudulent insurance coding for sex-rejecting procedures on minors. As the Executive Summary explains, the report also exposes how the "Biden Administration, particularly HHS, under the leadership of Secretary Becerra and Admiral Levine, contributed to the expansion and normalization of sex-rejecting interventions through nondiscrimination policies, insurance requirements, agency guidance, litigation positions, federal employee benefits, and other federal programs.” In this webinar, 2015 James Wilson Fellow Rachel Morrison, one of the authors of the report, will examine the role the Biden administration played in protecting and expanding access to sex-rejecting procedures, including by reinterpreting federal civil rights laws and federal funding. She will also discuss how the Trump administration has reversed course and taken regulatory and legal action to protect children from the harms of sex-rejecting procedures.

Meet Rachel Morrison

Rachel N. Morrison is a Fellow at the Ethics and Public Policy Center, where she directs EPPC’s Administrative State Accountability Project, which advocates for an authentic understanding of the human person in the drafting, implementation, and rollback of government regulations.

An attorney, her legal and policy work focuses on religious liberty, health care rights of conscience, the right to life, gender ideology, nondiscrimination, and civil rights. She regularly engages in the federal agency rulemaking process by providing legal and policy expertise on proposed regulations, submitting public comments, meeting with government officials, and equipping others to participate.

Ms. Morrison’s analysis has been published in the Texas Review of Law and Politics, Seton Hall Law Review, Pepperdine Law Review, Catholic University Law Review, Ave Maria Law Review, Wall Street Journal, National Review, Newsweek, The Federalist, The Hill, and various other print media outlets.

Before joining EPPC, Ms. Morrison served as an Attorney Advisor and Special Assistant to the general counsel at the Equal Employment Opportunity Commission (EEOC), where she focused on religious nondiscrimination and accommodation rights in the workplace. Before that, she served as Litigation Counsel for Americans United for Life and a Constitutional Law Fellow at the Becket Fund for Religious Liberty, defending the right to life and religious freedom for all. She also clerked on the U.S. Court of Federal Claims.

Ms. Morrison earned her J.D., magna cum laude, from the Pepperdine University School of Law, where she was elected to the Order of the Coif and served as an editor for the Pepperdine Law Review and the Harvard Journal of Law & Public Policy. She received her B.A. in Mathematics and Speech Communication, summa cum laude, from Whitworth University (Spokane, WA). She is a member of the District of Columbia and the Washington State bars. She was a 2015 James Wilson Fellow.
